Different universes may have different set of fundamental constants, different dimensionality, etc after they expanded.

Therefore some universes may have atoms, but others no atoms, therefore have different possible complex systems we call life forms, or complete absence of them.

Why should design of universe depend on life (or on existence of other complex system physical constants permit)? Life is a CONSEQUENCE of developed universe with certain set of physical constant, life not the CAUSE of them. Constants like G, h, c do NOT depend on whether humans exist or not, but VICE VERSA - humans exist BECAUSE of certain range of values of those constants MATHEMATICALLY ALLOWS to have complex systems we call LIFE.
