A world where there are no laws makes no claims as to where and when those laws stop working. The laws could work on earth, but stop working on Mars (our probe is there to detect such idiosyncrasies that suddenly appear). For that matter, things could fall apart gradually. Maybe time reverses in one section of the world and we see those people in that block go backward in time (again no rules in such a view of the world). It would be great though to see the lower section of Manhattan to play back time to September 10, but I think losing the laws of physics to randomness isn't a comforting thought.
