Unless you have a way to make measurements without using light or electromagnetic radiation, it's not possible for the speed of light to be anything other than a constant feature of spacetime. In a simple analogy, to think that the speed of light can change is akin to thinking that the ratio between inches and centimeters can change. Nonsense. |
