The State has no cure for bad genes and greed. However, promoting philosophy and the tenets of religion has a much larger affect if taught early - especially by the parents. I see in interviews of a number of athletes where they cite their parents as the reason for their success and clean life even though they grew up in bad neighborhoods, etc.

We can easily blame factors like television, violent movies, song lyrics, availability of drugs and weapons, etc, but the key to conquering the negative attributes of these influences is through cultural awareness. Cultural awareness isn't something that can be corrected overnight. It often takes tragic events for the culture to absorb the dangers inherent in those influences so that the citizens of that culture understand what memes to pass to their children.

By allowing the culture to have the necessary freedom to find their way, eventually the culture evolves into one having these attributes.
