Not necessary. Due to wave fluctuations and exponential increase of small deviations creation of universe may end up with very different set of fundamental constants, according to math. Some universes may have much more than only 4 forces, some less. Some may not even have protons/electrons, but other kind of elementary particles and thus other kind of complex systems we call life.

Today we still do not know all conditions of early universe, not to say about pre-universe conditions, so it is a little early discuss what kind of life systems are possible "out of false vacuum box".
