All phenomena which take place as charge starts moving (magnetic field if a charge is moving with constant velocity, photon if charge accelerates), take place as mass starts to move. Gravi"magnetic" field if a mass is moving with constant velocity and a graviton if mass accelerates. Graviton, as a photon, experiences Doppler shift. So, gravitational WAVES of collapsing pre-BH gets longer (and diimier) as collapsing part approaches forming horizon.

But, as Bruce correctly pointed out, static gravitational field (as static electric too) is just a bunch of virtual (zero-energy state) gravitons (photons for electric), and due to their zero energy they CAN NOT change it (lose or gain it due to Doppler) - because othervise they can no longer be virtual, but have to become real (waves).
