No, you CAN NOT predict what a bunch (packet) of e/magnetic waves looks like. You do not know exactly its position and its momentum, you do not know exactly its energy and its time of pass between two points - all those values are mutually entangled (are Fourie-images of each other) and thus mathematically unpredictable separately from each other. But you can predict certain combinations of them.
