Definitely if to set off even all nukes at a time, there will be many survivors. Most government/military officials have good bunkers. Some private organisations, churches, schools, etc still have bunkers left from ole good cold war times.

Also, Australia, New Zeland, some other corners and Antarctida will be much less contaminated therfore survival rate among ordinary unsheltered population will be higher there.

Certainly, US is the worst place to be in during global nuclear exchange.
