A recent popular science mag, maybe Scientific American, has an article on how earth like conditions can only occur in a fairly narrow ring around our galaxy and the earth is towards the inner side of the ring. So according to the scientists that wrote the article, most of the galaxy is a waste as far as producing intelligence is concerned.
