evolving into technological society, other mammals - may be a few tens of millions, birds and complex marine animals - a hundred millions, reptiles - a few millions, and more primitive life forms - a couple billion years?

Of course, not a single specie change (evolve) without need to do so - so the geological and ecological conditions around should constantly change to "push" the need in brain development.

So, can we safely say that "if not us then someone else sooner or later would make it to technological civilization"?
