If someone commits a crime are we to do something other than investigate and punish? True, we must 'solve' issues such as terrorism, but realistically that's not going to be happen unless we are prepared for a world fascist government. You don't stop terrorism, you try to prevent it as much as possible. As long as there are those with a reason there will be those who find a way.

This is why I suggest that we start reducing the size of population concentrations. This removes a great deal of incentive to strike targets since the bounty of 'success' is greatly reduced. Once terrorists have nuclear, chemical, and biological weapons (1, 5, 10, 20, 30, 40 years?) then large communities will experience huge loss of life (maybe 50/70/80%) can and will probably occur. Action is now. No need for Aurino-type pessimism. Just do it. Pessimism is only going to invite no action.
