Voltaire thought that laws and punishment made by humans would not be enough to stop crime because of it is impossible for humans to allways know who commited a crime.
He thought that if all people would believe in God (and somekind of Judgement Day), crime would stop because everybody would know they would be punished for every crime.

If you think about it, this is not similar to creation of God by humans.
Voltaire thought humans where imperfect (they commit crimes, and seem to be unable to create a system of laws and punishment to stop the crimes).
Since humans are imperfect, how can they create a perfect Being (God).
