The reson for this is because they have very high opinions of themselves and their technology. Thet equate "intelligence" with electro.-mag. wave use. They believe that an intelligence 1 or 2 billion years older than humankind could not possibly have use of communicational technologies any more advanced than radiowaves, because human science is #1.
