The whole concept of astrometry is based on the Copernican belief that the planets and stars move each other. Keppler explained it and Newton proved it.

Or was the poster asking if gravitational field strengths can be interfered with?. Numerouis images with links to sites that might explain mascons can be found with the Google search engine set to Images and search for "earth + gravity."
