Resolving The Arms Of Spiral Galaxies?

What would be the minimum apeture to be able to resolve galaxy arms? I was at an observatory last weekend and over heard the astronomer telling someone that you had to have long exposure images to see them. I was hoping that you could resolve them in the eyepiece. I tried to nudge in and get a few words in with the astronomer but he was tied up with a long winded guy that had written down questions on a list and he hadn't flipped a page yet.

Would a 12.5" resolve the arms. I live under 4.5 to 5 magnitude naked eye skys.
