Mirror Coatings - Blotchy

Have not had much luck with this list, so sorry if i am in the wrong place :=} Anyway, here goes, hoping someone can help.

I recently painted the inside of my old 10-inch Starfinder`s OTA with Krylon Ultra-flat black, as the factory finish is a bit shiny. I then washed the primary mirror before restoring it to the OTA.

I have just removed the mirror again (not satisfied with the Krylon paint job) and find that the reflective coating appears very blotchy. As in `Yuk!!`. I can not believe it will work optimally looking like this.

Two newbie questions

1) is the blotching maybe caused by outgassed fumes from the paint job?

2) are Starfinder mirrors worth having recoated? (i tried several ronchi tests and got near-perfect results, so maybe this is a good one)
