Field Of View

What determines the field of view? Is it the APERTURE (DIAMETER OF THE LENS OR MIRROR) or the Apperture in conjunction with the focal length?
Example: a 400mm focal lenght with an 80mm aperture would give a wider field of view than a 700mm focal lenght with an 80mm aperture...TRUE???
