The rack and pinion focuser has a travel distance. When "racked-in" or "in travel" (focuser is all the way down) the there is racked-out which means the foucuser is all the way up. When the focuser is all the way down, the bottom end of the focuser tube is very close to the diagonal mirror. They "whoever" need to know what the travel distance is going inside. In your case, they want to know the total travel of the focuser. Example: My scope has a 3.5" travel distance from top to bottom. Usually the focus plane (where the image focuses) is near the middle of that. Hope that helps a little.
