Most Astronomy events are dated and timed by Universal time (Greenwich) Example: The start of the eclipse is 4:06 UT Jan 21, 2000. If you live in California, subtract 8 hours (-8 hours UT)which would be 8:06pm PST. on Jan 20th, 2000. Depending where you live in North America, what ever the clock says add the hours for the Universal time. For us in the US it is basically on the 20th of Jan. for the eclipse.
