Telescope Vs. Spotting Scope?

What is the difference between a telescope and spotting scope? in particular would you recommend the Orion shorttube 80 or the Celestron 80mm Wide View Spotting Scope - #52260?? Orion comes w/ Kellners, Celestron w/ Plossls.
