Star Charts Function?

Dear friends, Star charts usually are displayed as two circles put together. The circles have they zodiac signs and the names of the months, along with roman numerals. What is the wat to us these? What can I learn from them? Is it as simple as" This is the month we are in, and this is what we can see?" I am sure there is more to it than this. I just hope no question is a stupid question. andy
