I'm afraid your options are very narrow. Unforunatly the scopes in that price range are nothing more than Language Removed. One exception is at Orion. They do sell small 60mm for under a hundred dollars, but they're very limited. Why not give him a higher standard pair of Binoculars? They're quite a few for under $100 that would be great for scanning the sky. Worth a thought.
