Beginner Needs Advice

Please help, I have just purchased a Tasco telescope and I am a bit concered about the right accention part, the dial moves by hand seperate to the cogs, is this right, I thought that it was like the declination dial which is independant to the movement, if this is correct how do I set it up so that I can locate a star in the sky by using it, Any help for a beginner is appreciated, if only to say wally ofcourse its ment to move.
