In other words the universe is controlled by Static gravitational fields- that's the classical theory. Perturbations in this static, even from within black holes are felt instantly in the universe. From general relativity we know that gravity and space curvature are equivalent, especially for static fields. In the usual graviton theory, they are time dependent ripples of space. But static fields exist just because they have always existed- just as space has always existed. It existed before the black hole formed. In fact it caused the collapse of a star into a black hole. And the static gravitational field continues to exist after the black hole forms. We instantly feel every massive body in the universe just because it has always been there, right from the big bang. This is a regime of physics where quantum theory is not needed. All calculations can be done classically with General Relativity.
