Not such a carzy idea (spelling problem). Actually gamma ray surveys on the Milky Way show that you do see exactly that amount of attrition and the focus of the attrition is definitely the nucleus.

If you look at the evidence, you will find that gamma rays extend from the nucleus deep into the arms, precisely what would be expected from this idea.

I think the craziness of the idea is the need for two black holes, where a black hole has a definite preference for releasing matter of one type only. That seems arbitrary to me.
