Light already goes at the speed of light. As mathman says light can be manipulated to go faster in pulses by constructive interference.

But constructive interference is not analogous to static gravity, whereas evanescent wave propagation is. Herb (mathman) apparently is not familiar with the evanescent wave experiments.
