Hi mathman

The photon sphere (i.e. radius at which photons can orbit a black hole) is 3R.

Also the speed of light is a constant only when reckoned locally. If you were to stay at a fixed positôn relative to a black hole and measure the speed of light (say from a flashlight you have) then the speed at which the light propagates depends on position. You (outside the black hole) will never reckon the light to cross the event horizon. It will slow down more and more and more as it approaches the EV but never cross it.
