Cosmic rays aren`t photons. They`re high energy atomic nuclei. The term Cosmic Ray is mostly used to refer to these particles as they penetrate the atmosphere.

Some of these particles are produced by the Sun. Most come from extrasolar sources.

I`m not familiar with any mechanism by which a Black Hole can create or take part in the creation of a black hole.
