Do Black Holes Emit Cosmic Rays?

I read recently that black holes are thought to emit/produce cosmic rays.
If that is the case, is it a by-product of accretion disk heating as in the case of x-ray emissions from black holes? Or is there some other mechanism involved, take for example Hawking Radiation?
Please be patient, I`m just a beginner at this stuff.
