Pretty much agree w/ your statements.

Fairly certain that Hawking Radiation theories tend to break down for low mass black holes, particularly mini-black holes. All the same, I'm sure there's some mechanism for destabilization.

On another topic, always was curious what happened to the mass at/within the singularity/event horizon of a black hole for black holes transitioning out of black hole state.

Anyway, the point of a 1 kg black hole having only atomic level interaction is true. However, I don't think I'd want a 1 kg black hole tunneling through my body all the same.
