Not exactly, the coordinate speed of radial moving light is c' = (1 - 2GM/rc2)c. Light moving perpendicular to the displacement to the sun moves at a coordinate speed of c' = (1 - 2GM/rc2)1/2c. The coordinate speed not only depends on location, but also on direction.
