The true reality of nature is scale dependent. In other words what exists at one scale of nature has no existence whatsoever at other scales. This is the reason QM was an incomplete theory until renormalization was discovered. Quantum foam (should it exist at all) is a possible description of the vacuum at sub planck length dimensions but has no reality at large scales.
