And almost correct.

If you hovered just outside the EH you would see external time pass very quickly but you would not see infinite external time pass because your time dilation is not infinite until you reach the EH. Unfortunately once you reach the EH your cone tips and no further events from the external universe would be visible.

Of course as you hovered just outside the EH the light from the external universe would become extremely blue shifted and you would be instantly vaporized.
