Black Hole Entropy

I propose that black holes decrease entropy. Given that the Bekenstein-Hawking entropy of a black hole is given by a quarter of its surface area. And given that in the absence of in-falling matter, the size of a black hole diminuishes as it radiates, to eventually disappear in a flash, according to Hawking. It follows that its surface area and its entropy also diminuish. So the question is, "What is the mechanism in a black hole that creates order in order to diminuish its entropy?
