As far as I know, so far, they havent proved that gravity takes 'time' to have an effect. ie: its like the old theories on light being instantaneous, it took hundreds of years before someone figured out that light actually takes time to travel. They have yet to prove that gravity actually 'travels'. I have seen some documentaries where some scientists were researching gravity as a form of communication. They beleive it to be instantaneous, hence, if we could 'control' gravity, communication to distant star systems would be possible. However, I beleive that this will be a very hard thing to do, as to produce a noticable gravity pull on a far away planet, you would affect everything around you.

But, of course, there is no proof of that. : We are still far from uniting the 4 basic forces, and I think before that happens the probability of producing, amplifying, shielding or in any other way manipulating the gravity is very small.

I don't know much, but I do not believe that gravity is a force or wave. I believe it is an effect of energy/matter. Therefore, there would be no time lapse unless one could find the energy source and measure time of energy applying force to the effect. Either way, there would be no chance of travel or whatnot.
