But, I believe the escape velocity is the speed at which something must travel (faster than the speed of light) to escape a black hole once something has passed through the Swartzchild's radius.

As for the tidal effect, I've never heard of it.

A black hole could never engulf the entire universe, it doesn't have enough time to. It would slowly dissipate throughout space as radiation intitled, Hawking's radiation. And, a black hole doesn't have enough strengh to, it has the same gravitational pull of anything its' mass unless you penitrate the event horizon.
