Nothing that has any mass can ever travel at the speed of light. Where is black holes are concerned, the laws of physics begin to break down and there is no way for us to understand what happens to matter as it falls in. And by that, there is no way to tell what happens to the speed of light or any other physical property of the universe for that matter as it meets a singularity.
