Hear is an example:

You can't just say red is green.
You need assumptions.

Red is frequency X light.
Green is frequency Y light.
The observer is moving with respect to the light source at Z velocity.
The Doppler effect equation determines wavelength shift.

Red light will appear green to the observer.
