There is no centrifugal acceleration. An object moving in a circle is not trying to move radially outward. It is trying to continue moving in a straight line tangent to the circle of its motion. There are several vectorial quantities associated with angular motion. The directions are not obvious without calculations and diagrams. It is not clear to me what you mean by 'the object has no rotation' and by 'the universe is rotated'.
