A spherical shell is a mental construct which can theoretically support bodies (clocks, observers, etc.) some fixed distance r = 2M + dr from r = 0. These bodies would be at rest with respect to the event horizon (you can also get the same perspective from a spaceship firing rockets to hover some fixed distance from the horizon). At r = < 2M there can be no spherical shell because there isn't enough energy, in the universe, to keep it from falling to r = 0. Gravitational lensing (light deflected near massive bodies) and the Shapiro effect (light slowed near massive bodies) are both predicted by GR. Saying 'space' is falling into the black hole to explain why a photon emitted at r = 2M is trapped at the event horizon is just a bad analogy which can't be supported by any real analyses.
