As soon as the pipe is lifted out of the water, except for the last 10 meters, the water level dropped, by the amount of volume in the pipe above water level, regardless of whether the pipe contained water or not. If the pipe were full of water, it would take an emmense amount of work to lift it. It would drain back into the lake at the 10m/sec rate that was assumed and the lake would return to its former level except for the volume of the pipe material not in the water. No natural laws broken here.
