Perhaps "false Vacuum" Is The Culprit To Point Too...

Since "vacuum" is not really a "pure vaccum", then perhaps motion of photon is retarded, as path of light is impeded by hordes of virtual particles (just as would be the case when traveling through any other medium, for example: water)

Einstein wouldn't be wrong in this case; only relativity would need to be revised to accomodate quantum phenomena (a problem that has long been recognized).
