Suppose, you have a very big black hole - for example, our Milky Way is finally swallowed completely by currently groving black hole in its center. If to assume mass of Milky Way to be about trillion Suns, you get acceleration of gravity on the event horizon of such hole to be about 10 m/s^2 only. Of course, light will go far from such horizon even if it was emitted inside it. So close observer will see much smaller horizon than the far away one.
