Yes, Maxwell equations actually describe interaction between charges, photons are their "by-product".

The Maxwell equations are retivisticly invariant, i.e. DO NOT CHANGE when you transform them from one inertial system to another. But because they do not account for relativistic pair production (higher terms in Feinman diagram - creation of pairs from pairs, etc), they do not describe correctly interaction between relativistic (moving fast) charhes. In this case original equations of QED, from which Maxwell equations are derived as linear approximation, should be used instead.
