I am more a believer in afterlife than in a god that knows and controls everything. But the false vacuum needs perfect symmetry to get started. There is an interesting correlation here with statements in the Kabbalah. There it says according to syeger on the superstring forum(so this is hearsay) the god initiated the creation of the world by clearing a spherical volume, making it empty.

My guess is that it all happens naturally according to laws of nature. But there could be an intelligence behind it. I am still wondering how the universe maintained itself at an omega of one while the mass of the universe was undergoing annihilation, recombination, spontaneous symmetry breaking. I have read that all the mass in the universe comes from interaction with the Higgs field or particle and that at universe energies above the symmetry breaking of the electro-weak force into the weak force and light, that particles had no mass.

I am sure science will eventually explain how omega was kept at one. But I for one think that it is a miracle that we exist given what science knows right now.
