Adiabatic expansion. The energy doesn't decrease its just distributed over more space. Who said that the total energy of the CMBR is a major player in determining Omega? I said it makes the same contribution now as it did in the past. BTW inflation DOESN'T say it started that way.
"Since we are here today, omega had to be one or very close during the lifetime of the universe. I have yet to see any physics that says why that is so. Inflation says it started that way."
Inflation says that it can start anywhere but will get to 1 as part of the dynamics of inflation.
