I think, energy of cosmic proton already INCLUDES energy of stronger fields around it due to high speed of motion(i.e., more gravitational field and stronger relativistic part of electric field we call magnetic one).

As to uncertainty, relative uncertainty is LESS at high energy than at when proton is at rest.
