We here in this part of the Universe, due to how we observe it, believe it is expanding.

However, what if some beings in another part of the Universe observe that everything is contracting.

Think of a magnet, it has a North Pole and South Pole. The magnetic lines of force travel from north to south. If you lived at the North Pole the lines of force would be traveling away from you, at the South Pole it would be just the opposite, the lines of force would be travelling toward you.
