Dark matter is a *very* generic term for matter we cannot detect some way or another. A cloud of neutral hydrogen out in space is dark matter because we cannot see it or detect it by other conventional means. Our galaxy could have a halo of stars we can't see or a halo of gas and dust we can't detect. Other candidates are exotic particles (tau neutrinos, etc.) or even photons.
