No. The second law of thermodynamics describes the way entropy works NOW (WITHIN this universe). It was not intended to be used to describe the creation of the universe.

Keep in mind that the Big Bang was not an "explosion" in the common sense of the word.

I'm not sure about the physics on this, but it seems that singularity is extremely orderly (not chaotic).
